Executive Summary
Maha-Sankalpam's India Habitability Index (IHI) platform provides India's first field-verified, IS-code mapped, cryptographically-signed building intelligence score for government infrastructure. Beyond assessment, the platform closes the full Plan → Assess → Prepare → Act loop — generating bankable Detailed Project Reports (DPRs) for national and multilateral funding in under 90 minutes.
This document quantifies the platform's projected economic and development impact for Konaseema District, Andhra Pradesh — a 3,716 km² coastal district with high cyclone exposure and an estimated 1,200+ government buildings. Projections are calibrated from the June 2026 five-building pilot assessment.
Key Finding
A 90-day pilot programme (50 buildings, 5 taluks, 3 SDMF-ready DPRs) is projected to unlock ₹7.4 lakh in immediate SDMF-eligible remediation from the pilot cohort, while establishing the data infrastructure for ₹1,767–3,367 crore in 5-year district economic impact through avoided disaster losses, construction multiplier effects, and human capital continuity.
2
Platform Architecture
The IHI is a 127-point building score assessed across five layers, with every finding mapped to an Indian Standard code. CapEx classification is schema-enforced — structural findings at P0–P2 severity automatically qualify for State Disaster Mitigation Fund (SDMF) and national capital funding. This structural enforcement closes the CAG-documented gap where capital funds were applied to revenue expenditure (Nadu-Nedu audit finding, 2022).

Sustainable Development Goals Alignment
The IHI platform directly advances nine of the seventeen UN SDGs through its assessment, remediation funding, and employment creation activities.
TARGET: 1.5 — Resilience for vulnerable populations
Certified shelter buildings prevent total asset loss for families with no insurance. Every Critical/Vulnerable building remediated reduces probability of total economic collapse per household by an estimated 65–80% (NDMA methodology).
KPI METRIC
# Critical/Vulnerable buildings remediated annually
5-YEAR PROJECTION
150–200 buildings in Year 1 with full district rollout
SDG 3
Good Health & Well-Being
TARGET: 3.d — Health security and emergency capacity
IHI-certified Primary Health Centres and Community Health Centres maintain structural integrity during cyclone events, ensuring healthcare continuity for 12–18 hours post-landfall when access to district HQs is cut off.
KPI METRIC
# PHCs/CHCs achieving IHI ≥ 90 (Capable grade)
5-YEAR PROJECTION
45 of 60 PHCs in district to Capable grade within 36 months
TARGET: 4.a — Safe, inclusive school facilities
ZP and Mandal schools certified at IHI ≥ 90 can be designated as official cyclone shelters, doubling as emergency facilities. Schools below IHI 65 closed per DM Act 2005 § 30(2)(v) prevent casualty events and signal to communities that government is prioritising their children.
KPI METRIC
# Schools with IHI ≥ 90; # designated dual-purpose shelter schools
5-YEAR PROJECTION
68% of ZP High Schools to Capable grade within 24 months
SDG 8
Decent Work & Economic Growth
TARGET: 8.5 — Full employment; 8.6 — Youth employment
Inspector training programme creates a new formal-sector job category: Infrastructure Intelligence Technician. Each cohort of 10 trainees produces 8 field-deployable inspectors aged 18–30, with a ₹3–4 lakh annual salary — 2.5× informal sector wages for comparable skill levels. Remediation projects generate construction employment at 5–7 jobs per building.
KPI METRIC
# new formal-sector jobs; # youth (18–30) certified inspectors
5-YEAR PROJECTION
250–400 new formal jobs in Konaseema in 5-year period
SDG 9
Industry, Innovation & Infrastructure
TARGET: 9.1 — Quality, reliable infrastructure
The IHI establishes India's first quantified, IS-code mapped building quality baseline for government infrastructure. This baseline enables data-driven infrastructure investment prioritisation, replacing subjective assessments and consultant opinions.
KPI METRIC
% of government building stock with current IHI score
5-YEAR PROJECTION
Full district building stock assessed within 18 months
SDG 10
Reduced Inequalities
TARGET: 10.2 — Social, economic and political inclusion
Rural Konaseema taluks receive the same building intelligence standard as any BMTPC-assessed city. IHI eliminates the urban/rural infrastructure quality information gap, enabling rural communities to access the same national funding streams previously reserved for well-resourced urban projects.
KPI METRIC
IHI parity score: rural vs urban building quality gap
5-YEAR PROJECTION
Rural/urban IHI gap reduced from 18 pts to <8 pts in 3 years
SDG 11
Sustainable Cities & Communities
TARGET: 11.5 — Disaster risk and loss reduction
District Resilience Command: the IHI dashboard gives Collectors a real-time building vulnerability map, enabling pre-positioned DPRs, targeted pre-event evacuation, and post-event CERC trigger. Estimated 60–75% reduction in direct infrastructure asset loss per Category 1+ cyclone event.
KPI METRIC
District IHI average; % of buildings above Capable grade
5-YEAR PROJECTION
District IHI from 66/127 → 95/127 within 5 years
TARGET: 13.1 — Resilience to climate-related hazards
IHI Layer 2 (Site & Environment, 20 pts) embeds live NDMA/IMD cyclone probability data, CWC flood exposure, and ISRO Bhuvan soil stability assessment in every building score. A building's climate vulnerability is not static — the IHI updates as climate data updates, making it a living climate resilience instrument.
KPI METRIC
Layer 2 score distribution; buildings in high-exposure zones vs IHI grade
5-YEAR PROJECTION
Layer 2 data integrated from NDMA API for all 5 districts by Q4 2026
SDG 17
Partnerships for the Goals
TARGET: 17.9 — Capacity building for sustainable development
SHA-256 cryptographic evidence chain enables Independent Verification Agent (IVA) audit by ADB, World Bank, and JICA without requiring access to primary data. This eliminates the trust gap in multilateral DLI (Disbursement-Linked Indicator) verification and opens access to Results-Based Financing instruments.
KPI METRIC
IVA verification round-trip time; multilateral partnerships active
5-YEAR PROJECTION
ADB IVA verification for first tranche within 12 months of pilot
